This is the viewing tower at Chaumont. Although Neuchâtel spends a good deal of time in the fog, Chaumont is usually above it, so when one gets tired of not seeing the sun or wants a nice view of the Alps, they only need catch the funicular to Chaumont, and for an extra franc, they can go up the tower.
